How to add "Rate This Site" on main ranking page

I'd like to add a link that says, "Rate this site" under each rated site. So, you'd see the rating graphic and beneath would be a link that says "Rate this site". That link would allow the end user to rate that particular site in the Topsites list.

I'm using a modified fusion template, so any directions on "how to" with this template would be very helpful.
