Hi im new here and have just downloaded the newer version script


But evertime a member inserts a banner it goes out of the layout?

Is there any way to stop this?

set the maximum banner width a member can submit in the admin panel

Auto resizing can be very messy and not very attractive for your board.
I'd suggest using the Email member feature and inforiming them that banner size requirements
have changed and that their banners need to be fixed asap in order to maintain a clean board.

I think auto resizing is needed as it will be a very long process mailing everyone to resize it as some people cant resize images?

You could just force image style for it in table_row.html and table_top_row.html.
Something like this:
