How to change voting way.

Hi everyone,
So my problem is very simple, i would like to change the way of voting to only IP filter voting, so the random person who want to vote don't have to be a member, this person just can get into the topsite and click on a banner of a site he/she likes and that gives +1 vote /once per day(ip filter) . Sorry for my english, and please help me if its possible!

i think you misunderstand something here. You dont have to be a member to vote. If a person clicks the voting button on the member site it will graant that member 1 vote. And the Ip filtering is also allready in place, once per day per ip

Ok i got it:) now I've got next problem. I put Vote-Button in description of sites, and when somebody click on this button every page gets +1. Why?
